PJOTR is based on desk research, interviews with concerned public and private parties and cooperation between different stakeholders in the European flex industry.
PJOTR aims to provide a structural improvement for all stakeholders, including the migrant workers themselves. For this solution, we use low-threshold technology that delivers demonstrable results for all stakeholders compared to the current situation.
PJOTR is an Applicant Tracking System (ATS) that provides functionalities for:
- Recruiting quality practically skilled international workers.
- Online application by employees to open vacancies.
- Matching employees with suitable vacancies.
- Onboarding employees to temporary employment agencies or hirers.
- Registering (registration and deregistration of) workers with local authorities.
PJOTR uses gamification to motivate workers to perform specific tasks that meet the needs of municipalities and employment agencies/hirers. These tasks provide benefits to workers, including points that can be redeemed for certain rewards.
- More control over their working and living situation in the Netherlands.
- Access to a review system of employment agencies, which increases the chances of getting better work.
- Possibility to earn points through activities on the platform.
- Improved registration processes provide up-to-date insight into the number of labour migrants.
- Direct communication channel with migrant workers.
- Support in enforcement and promoting safety and social cohesion.
- Strengthening their market position by demonstrating good employment practices.
- Reduced recruitment costs through more efficient and effective matching processes.
- Reduced administrative burden through automated registration processes.
PJOTR combines technological innovation with practical applications to effectively address the challenges within labour migration and ensure a win-win situation for all parties involved.

The program is fun and compact and usable for both small and large municipalities and other institutions that want their employees to participate with stakeholders.
Over the past three years, we have investigated abuse and opportunities surrounding the deployment of international employees. We conducted this research with experience experts, industry experts and people from (local and national) government. This has resulted in a future-proof solution that serves the welfare and interests of all parties.
